Strange charges for PPE Actor from free users

This was from a free user at the time, and the "maximum cost per run" was capped at under 5 usd.
There was nothing expensive in the run itself, yet on my analytics dashboard it shows up as having a negative profit of 5.70usd! Why? Any way to debug this further? This run should have cost under 50 cents at most.
Its a bit urgent as the same user just triggered a larger run and I want to validate this is not going to cost me a lot of money.
