Yeah, it will use users free credit, and if that gets exhausted and after it charges if user is on paid plan
In this case the named datasets would be stored on your account and charge your credits, you need to use your token as in the example Actor.
The storage cost for this will be like $0.0001 monthly so no worries. You are not storing bulk data in GBs, just few metadata fields per user.
Dataset Timed storage 1,000 GB-hours = $1. There are about 720 hours in a month so one GB dataset would cost $0.72. This would store like max up to 1 MB
Retention of named datasets is infinite by default but you can always delete them
